Response to U.S. OSTP Request for Information on National Priorities for AI

On July 7th, The Future Society submitted a response to the U.S. Office of Science and Technology Policy (OSTP) Request for Information on national priorities for artificial intelligence.

In our response, we focus on the need to address safety and security concerns related to general-purpose AI systems (GPAIS). Building upon our earlier response to the National Telecommunications and Information Agency (NTIA) request for comments on AI accountability, we urge the OSTP to adopt a holistic strategy encompassing the entire AI lifecycle from design to deployment, aligning the behaviors of developers and deployers with the public interest, and to employ a combination of technical and socio-technical mechanisms that promote responsible and safe innovation, including complementary binding and voluntary governance frameworks.

Our response puts forward the following recommendations:

1. Create and promote information, cyber, and physical security standards for the development of GPAIS.

2. Fund the development of measurement and evaluation frameworks for GPAIS.

3. Facilitate the adoption of a comprehensive industry-wide code of conduct that institutionalizes responsible behaviors and promotes a culture of safety among GPAIS developers.
