Citizens and Experts Unite: Final Report on Global Consultations for France’s 2025 AI Action Summit

The Future Society, alongside the AI & Society Institute (ENS-PSL), Sciences Po’s Tech & Global Affairs Innovation Hub, the French Digital Council (CNNum), and Make.org, has concluded a landmark consultation process that gathered unprecedented insights from more than 10,000 citizens and 200 experts worldwide, in partnership with France’s 2025 AI Action Summit.

This consultation marks the first time a global AI summit’s preparation has included such extensive stakeholder engagement, setting a new standard for inclusive policy development in technological governance.

The Future Society’s Expert Consultation

The Future Society led the expert consultation component, engaging with over 200 leading voices from academia, nonprofits, unions and scientific organizations across five continents. Through structured dialogue and in-depth analysis, we gathered detailed insights on implementation protocols, stakeholder coordination mechanisms, and transition strategies. This expert input was crucial in developing concrete, actionable recommendations that bridge theoretical frameworks with practical implementation challenges.

Five Priority Areas for Action

The consultation identified five key areas requiring immediate attention at the Summit:

  1. Global Multistakeholder AI Governance: Participants called for the establishment of an International Scientific Cooperation on AI Risks and new mechanisms to ensure meaningful participation from Civil Society Organizations and Global South stakeholders.
  2. Shared Standards for Safe AI: The consultation revealed strong support for concrete accountability measures, including an AI Corporation Commitments Report Card and clear thresholds for oversight.
  3. Universal AI Education: Stakeholders emphasized the need for a Global AI Education and Critical Thinking Initiative, complemented by an International Task Force to address labor market disruption.
  4. Environmental Sustainability: Participants supported the creation of a “GreenAI Leaderboard” and mandatory efficiency standards, demonstrating strong environmental consciousness in AI development.
  5. Public Interest Solutions: The consultation highlighted specific sectors where AI applications received broad support, particularly in healthcare, climate action, and combating disinformation.

A Pragmatic Path Forward

The results reveal a mature, nuanced approach to AI adoption. Rather than advocating for widespread deployment, participants favor targeted implementation in areas where AI’s value is clearly demonstrated and risks can be effectively managed.

The findings are being presented at The Sixth Edition of The Athens Roundtable at the OECD headquarters in Paris, where leaders from government, industry, academia, and civil society are engaging in dialogue on international coordination for AI governance.

This consultation represents just the beginning of an ongoing engagement process. Its success demonstrates that inclusive, decentralized approaches can effectively bridge diverse stakeholder interests and create a foundation for responsible AI governance that serves the greater good.
