Fabian Ulmer

Fabian’s research interests lie in the safe, ethical, and trustworthy development and use of Artificial Intelligence. At The Future Society, he works on the governance of “stronger AI” in Europe and beyond, including general-purpose AI and foundation models. As part of the EU AI Governance team, Fabian focuses on the legislation and implementation of the EU AI Act. His research spans responsibilities along the AI value chain and the open-source spectrum. Fabian aims to foster international collaboration in the global task to mitigate misuses of AI, ensure technology serves the people by aligning AI with fundamental human values, and reconcile innovation with public good.

Before working at The Future Society, Fabian served in the European Commission’s Executive Vice President’s Cabinet for A Europe Fit for the Digital Age. Prior, he had innovated public administration internationally at the United Nations and nationally for Germany’s Federal Ministries, and held positions in strategy consulting, banking, and teaching.

Fabian studied Computer Science with a specialization in Artificial Intelligence in Germany, the US, and Canada. He joined The Future Society as a Visiting Analyst and EU Tech Policy Fellow based in Brussels, Belgium.
